This command shows the Draft Snap toolbar. This displays the Draft ToggleGrid and File:Snap Lock.svg Draft ToggleSnap buttons, as well as the different snapping methods.

Right click on a Draft object and select Utilities → Show Snap Bar.
Or right click on an empty space on a toolbar, and click on the Draft Snap checkbox.
Or go to the menu View → Toolbars, and click on the Draft Snap checkbox.
