This method snaps to one of the endpoints of the dimension line of a Draft Dimension.

Snapping the second point of a line to one endpoint of the dimension line

Make sure File:Snap Lock.svg Draft ToggleSnap and File:Snap Dimensions.svg Snap Dimensions are turned on.
Choose a Draft tool to draw a shape.
Move the cursor over any of the lines that comprise the Draft Dimension.
The dimension line will be highlighted in yellow, and a small white circle will indicate the point to which your new point will be attached.
Click to attach your new point.
